Ruben Rosales - Chief Operations Officer
With over 23 years experience, Ruben Rosales is a highly experienced professional in the field of water and wastewater treatment, with a strong background since 2000. He holds dual certification in both water and wastewater treatment, showcasing his comprehensive expertise in the industry. As a Certified Water Professional, Ruben has consistently demonstrated his commitment to excellence and continuous professional development.
Having served as the Public Utilities Director, Ruben oversaw the operations of an 8 MGD (million gallons per day) wastewater treatment plant and a 19 MGD (million gallons per day) water treatment plant. His responsibilities extend to managing an extensive water distribution system spanning 350 miles and a sewer system covering 278 miles. With his keen attention to detail, Ruben meticulously reviews plans and designs to ensure optimal functionality and compliance with regulatory standards.
In addition to his operational duties, Ruben actively participates in budgeting processes and effectively manages budget items related to water and wastewater projects. He has a proven track record of proposing and successfully implementing capital improvement projects within allocated budgets, contributing to the advancement and efficiency of utility systems.

Juan's invaluable understanding of the state funding process stems from his 15-year tenure with the Texas Water Development Board as Regional Manager for the Construction Assistance Field Office. This experience equips him with unique insights into securing financial resources for public works projects, enabling him to guide clients through the complex funding landscape and optimize their investment.
Prior to joining the TWDB, Mr. Bujanos was a project manager, resident inspector and designer for a civil engineering firm in Corpus Christi, Texas, where he managed the $13.5 million 4 to 8 MGD (million gallons per day) expansion of the Greenwood Wastewater Treatment Plant and other multi-million dollar infrastructure projects.
Furthermore, Juan's recent management role with the Brownsville Public Utilities Board has endowed him with an intimate perspective of utility owners' priorities and challenges. This firsthand knowledge allows him to anticipate and address their specific needs, ensuring that projects align seamlessly with utility requirements and goals.
As a licensed Professional Engineer, Juan holds the credentials necessary to deliver exceptional results. He earned his Bachelor of Science degree in Electrical Engineering from Texas A&M University-Kingsville, solidifying his technical expertise and ensuring a strong foundation for his construction management career.
